So I removed my 1070 Ti for some laughs and it worked! I'm starting to install Windows then... Boom. It died right away with the red VGA motherboard light. I put the 1070 Ti back into my rig and it's fine now. That means it wasn't the card, but swapping it helped me out in the short term. I'll share more later.

This might stem from a few possible issues. The CPU might be rejecting new PCIe devices, the circuit traces could be problematic, or there could be a faulty BIOS.
