You've just made a backup and now your Steam account is asking to re-download everything. It seems the cloning process might have accidentally copied Steam itself along with your games. When the folder matches, Steam checks for updates before installing and activates it instead of re-downloading. If the location differs, confirm Steam knows the path before proceeding.
