I’m confused about the steps. Did you mean to install Windows on an empty USB drive using a Windows ISO? I can explain where you’d go in the process and what you need to do.

It doesn't display any logo and it seems the hard drive hasn't been formatted.

Typically you set this up during the Windows installation. You can access the BIOS and choose a boot device. Pick the USB drive, then you should be able to format it and install Windows.
