I received a new GPU, an Asus dual fan RX 6600 V3.
During gameplay in titles such as GOW Ragnarok, Last of Us Part 2, and Spiderman Remastered, I noticed artifacts.
In Spider-Man I observed a brief red line appearing, which also occurred during photo mode; it resembled helicopter lights and street lights flickering in the scene.
In GOW I saw two white artifacts—one small and one larger.
In Last of Us Part 2, most of the screen turned white for a split second.
The drivers are 25.6.1, temperatures stayed low between 70 to 75°C, and my hotspot reached 82°C.
I ran the artifact scanner in Furmark for 15 minutes, but nothing was detected.
I can still replace the card, but I’m unsure whether it’s necessary. I used DDU to uninstall all drivers.

Your PSU meets the basic requirements for that card, not a top choice at first. Its age might matter, but it's difficult to judge clearly in this case. Other elements like the monitor and cable connection type could also affect performance. I wouldn't say it's causing artifacts, but it might produce strange visuals. If it's new or replaceable, I'd consider ordering a better one with higher wattage and better quality.

My monitor supports only VGA, so I connect an HDMI to DVI cable, but with my older graphics card there were no artifacts. I'm running an outdated driver for the RX 6600 and haven't seen any issues yet.
