The buzzing or whooshing you hear could be caused by airflow around the PC case. It might not be directly from a PSU fan, but rather from air passing through gaps or holes under the case due to pressure differences inside.
My airflow is 2 in and 1 out, the CPU cooler is facing out if that does much. I'm not sure air could cause such noise, the only thing that comes to mind is maybe the case design creates some sound, even though it doesn't make sense that it disappears when the load increases. I'm really confused.
PC case vibration and resonance can occur due to certain factors. It's uncommon, particularly without HDDs in the system that might cause such movements. For instance, in my Haswell build, the bottom intake fan tends to resonate at a specific corner. To eliminate the noise, I placed a small matchbox under the PC case in the right position, helping to stabilize the metal and reduce the vibration.
