I don't think I'd label Telnet a backdoor outright, but if the report shows they didn't remove or disable the code, that behavior warrants concern. I haven't explored other vulnerabilities yet, but it seems similar patterns exist. Check out the African Union and Huawei surveillance reports from last January—there was solid evidence, yet now few are speaking up.
