CPU - AMD Ryzen 5 3600
GPU - AMD RX 6600
MOBO - B450M PRO4 R2.0
PSU - Vero L5 Bronze 500W
RAM - GOODRAM Irdm X 16GB 3200MHz
I assembled the PC with these parts and it doesn’t work at all. When I connect the monitor, I see “no signal,” but nothing appears. If I link it to the motherboard, it still shows no signal. The case fans and CPU fan are spinning, but the GPU fans only activate after about half a second. I changed the RAM slot, removed the CMOS battery for a minute, but nothing fixed the issue. Any suggestions on what might be wrong? How can I identify the problem?

The video ports on the motherboard will not generate a signal. Your setup does not include an integrated GPU. Are the 8-pin and 24-pin power connectors securely connected to the motherboard slots? Also, is the PCIe power cable from the PSU properly attached to the 6600? I am concerned about your power supply's capability to support this system. How recent is that power supply?

Welcome to the forums, newcomer!
Check the CPU support list to ensure compatibility with all BIOS versions.
Your PSU should be a Vero L5 Bronze 500W.
You've invested in quality components for your build but opted for a poorly assembled unit—consider upgrading to a more reliable PSU at the earliest.
Since your processor doesn't include an integrated graphics, it won't support display output from the motherboard; connect it to a dedicated GPU instead.

I understand it's linked to the GPU, all the power connectors are solidly installed, and the GPU itself is also connected. Everything appears to be brand new.

I might be able to use the Antec EAG PRO GOLD 650W from another computer.

Good strategy. Ensure no cables are mixed between the two power supplies, especially if they're modular.
