I’d verify you’re linked to the nearest Steam server. Other options include ISP throttling certain services such as Steam or Netflix. It might look odd, but testing a VPN trial could help—this way you can determine if the issue lies with local network blocks or your ISP restricting the app.

What kind of internet connection are you using?
What is the make or model of your modem or gateway?
Does your Ethernet cable connect to any devices between your computer and the ISP device?
Is your internet speed limited by your provider according to your agreement? If yes, what factors affect it?

Hi. I continued my research: 1. My ISP is Earthlink (linked to AT&T) 2. The modem they supply is a BGW210 3. The Ethernet cable connects directly to my computer 4. My ISP shouldn't be limiting my bandwidth. I contacted them and they mentioned their technical team is unreachable during the times I can reach them, so I’ll have to wait until the weekend. I’ve also tested downloading on other devices, and speeds remain similarly slow. This suggests my ISP might be throttling my connection. I’ll update when I can get in touch with their support. I’ve verified several Windows network settings, and everything looks correct from my side.
