Yesterday I assembled my initial Desktop PC. Oddly enough, after checking my internet connection and attempting a download, my maximum speed was only about 11 MB/s. Yet when I connected the same Ethernet cable to my old laptop, it reached roughly 40 MB/s. I've already experimented with: swapping the Ethernet cable (no improvement), adjusting "Speed and Duplex" to "1 Gbps Full Duplex" in the settings (still no change), and modifying ports on our router (nothing worked). The motherboard model is MSI X870E GAMING PLUS WIFI.
This typically points to a problem with the cable itself. Ensure all four twisted pairs are functioning properly for a full gigabit connection. Consider linking the PC directly to the switch or router instead.

There appears to be an issue. With a CAT5e cable or better, forcing negotiation might not help. It could be a problem with the network interface card or a mismatch at the router's layer 1 for that port. You should narrow down possibilities. If you have a 1-gig switch, connect directly and check for a stable link. If not, test another cable.
