The only known causes are a Broadcast Storm and multiple DHCP servers. I lack sufficient experience with IP cameras to suggest a fix, and I've tried all available troubleshooting steps. The problem is even more challenging because I don't have anyone with deep expertise in IP cameras nearby to help. Sorry.
