Now my computer used to work fine. Hadn't used it for a year or so, it's a long story. So, I've got full power and no errors. I reset my RAM, CPU & GPU as per a new install. I have no error lights and everything looks good power wise. I've tried 2 different displays but nothing. I've also just tried a cheaper PSU I had but normally I use a bronze 650 cool master. My laptop works through HDMI also so I'm assuming the motherboard could be dead. Here's a photo of my most recent try. So no bios without SSD boot drive or with boot drive. I’m not sure about your setup, but typically you connect the computer to the monitors using a cable like an HDMI or DisplayPort.
Usually your motherboard includes an HDMI connection, and your graphics card is also present. Just confirm the cable goes into the graphics card and then the monitor. You should also be able to access BIOS without using an SSD or HDD.

If the GPU is finished, will it trigger an error message? It spins up during startup.
Considering a used motherboard purchase, MSI hasn't met expectations. Looking for suggestions under $100 would be helpful. If the problem isn't there, I might need to replace the CPU instead.
