Salazar mentioned it's built into the kernel. Just confirm you're using the most recent release. Regarding Ryzen Master, it seems to be accessible only on Windows according to what I understand.
Linux doesn't support Ryzen drivers directly; only amd-ucode updates are available with your Ubuntu release. The XFCE power manager functions like Xubuntu's. You can mainly adjust sleep settings for your device. For features similar to Ryzen Master or Balanced Power Plan, Linux doesn't offer them.
