He has limited access to the city due to work obligations, and his internet speed is extremely slow. I’m curious—can playing games like Civilization V on a connection in the low hundreds of kbps still provide acceptable performance, or is there a method to download content offline?

LAN offline needs a router and in-game support, which I think civ V could provide. For a two-person LAN gathering, you'd need to be in the same room and connected through the same router.
