Ethanol and gasoline are fuels, not solvents. They are oil-based. It's usually better to use a carb cleaner instead.

If it dissolves everything, it’s a solvent. These two are great for taking off thermal paste. I’m not suggesting buying a pump gas or E85, but ethanol and medical-grade gasoline (which is marketed as a solvent) perform similarly to ISO. Just keep in mind that if you don’t clean quickly, you might leave small marks.

I mentioned it's oil-based. It creates a film, so you'd need to remove it completely. Unless they ceased using oil for petroleum products, my understanding is incorrect.
