You seem to be using different configurations, but you mentioned trying the lowest settings. What do you notice about the afterburner effect? Does your GPU reach full capacity? Is the CPU clock hitting its maximum? Are there any signs of overheating?

When the gap between highest and lowest settings equals 2FPS, it means you're not adjusting all the configurations. I don't own the game personally, but I recall from a stream that several sub-option menu pages handle all the settings. The main factor affecting performance is the world's LoD and the object's LoD. It could be referred to differently in the game. If something seems off, try updating drivers and reinstalling. Also, ensure your CPU and GPU aren't overheating.
