Microsoft confirmed the escalation is deliberate and they are blocking re-activations via 7 or 8 keys for both Windows 10 and 11. Even if upgrades were applied previously, a new license is now required. This change seems unlikely to gain widespread attention, as their efforts to extend device support have largely faded with the end of 8.1 support earlier this year.
