Need help with my overclock
Today I installed a Hyper 212 Evo cooler and am prepared to overclock to 4.5Ghz using my ASRock Z170 Pro4. I changed my BCLK to 122, set the Vcore to 1.375, and adjusted the RAM frequency to 2400mhz. After saving and exiting the BIOS and boot screen, I opened HwInfo, which still shows the CPU max at 3.7Ghz and memory clock at 1200Mhz. I’m confused because my CPU isn’t showing 4.5Ghz and memory is only 2400Mhz. Could you help me understand what’s going on? Thanks!

During overclocking, avoid immediately assuming the maximum possible speed for a processor. This approach risks damaging the processor through excessive voltage or heat. Proceed gradually, testing stability after each adjustment.
While checking stability, be alert for any odd behavior or signs of overheating in any part of the system.
It seems you didn't adjust your multiplier before modifying BCLK settings.

It seems you didn't adjust your multiplier yet. You should do that first before modifying BCLK.

crucial 1x8gb 2400mhz ram
evga geforce 950 gtx FTW
I cannot change the multiplier because the processor is locked. I also tweaked BCLK to 122 after doing some research about its limits.
Non-K overclocking is what I'm aiming for.
