I previously adjusted the autoclock on my 7700x to reach 5.5ghz, but now it only manages up to 5.1ghz. How can I raise it back to 5.5? When running normally, I check Core temp to observe frequency spikes reaching about 5.499ghz, but during cinibench it caps at 5.1ghz. My motherboard is an MSI B650 Tomahawk.

What methods are being used to cool the processor? What is the BIOS version of your motherboard? Have you explored AMD's Curve Optimizer in Ryzen Master?

5.1GHz would be the multi-core/turbo setting, while 5.5GHz is the single-core/turbo setting. Therefore, when configuring it in the past, it seemed like you either fixed the cores to single turbo or ensured sufficient cooling and restricted power so all cores could reach 5.5GHz. I think the first approach was more likely since you didn't reduce the cooling capacity with a smaller cooler.
