Windows remains expensive; its cost stays consistent until a new release comes out, after which older versions disappear from availability. Buy the complete edition. It’s not too bad unless you specifically require Pro capabilities.

The Windows 10 Media Creation Tool isn't compatible with Windows 7 Enterprise because it only generates Home or Pro versions. Likely you'll need a fresh Windows 10 license instead.
