I don't know if this is the right place to ask this but we will see. So my pc will connect to my phones hotspot (Pixel3) but theres no internet when I run a speed test. so im connecting but its not actually giving me internet. im also on windows 10.

Other sites may function depending on your connection. Adding another device to the hotspot usually improves performance. A "no internet" response typically means either no connection or a system error.

The issue might stem from a cell carrier preventing Windows from connecting to its servers.

The Windows internet test checks by sending a request to a public MS server. If DNS lookup or web GET fails, the connection is marked as "Limited or no connectivity." You can still try testing even if this flag appears. Check connectivity by pinging google.com, 8.8.8.8, or visiting a webpage. Share your findings. Also, your carrier might restrict mobile hotspot usage, so phone power doesn't guarantee success.
