Updated with new information. It might have arrived with a previous model. Could you share more details? If you're starting without a graphics card, the CPU won't support it.

Reinstall everything. Reset the CMOS. Test one connector at a time. Also, verify whether the board came with the updated BIOS.

It doesn’t match what you expect. When you looked up your motherboard’s BIOS online, it showed F40 supports Ryzen 3000. You ran a command prompt in Windows and confirmed the BIOS matches.
