You enjoy various games and prefer playing them at 10600k resolution. The 4060 isn’t great, but a 10600k setup remains reasonable.

I'm coming from a 1060, but I just played Cyberpunk for the first time. I noticed my CPU usage was higher than my GPU. Many people don't like the 4060, but I'm happy to say I've managed 60 FPS in recent games. I'm playing at 1080P.

They're planning to use 8x PCIe 3.0 as well. What kind of motherboard are you using? Is it compatible with PCIe 4.0? An 11th Gen processor might be sufficient. I already upgraded mine that way—it worked fine. My board supports PCIe 4.0, so adding an 11th Gen CPU gave me the full 4.0 generation. That's typical for Cyberpunk. Even with my 2070 Super/11500 setup, the CPU is still limiting performance.

The i5-10600k remains a solid processor and works well together with the 4060. You probably don’t have to fear significant performance issues.

The 4060 is a solid card; its value for money isn't top-notch, but the card is reasonably good. You won't miss it—enjoy your gaming!

I'm running a PRIME B460-PLUS and understand cyberpunk isn't famous for speed. Even with games like God of War or World of Warcraft, my CPU uses more power than the GPU. The GPU barely gets any activity.

It seems the CPU isn't the main concern. Issues might stem from the 4060's limited VRAM, the PCie3 X8 slot, and possibly the RAM you haven't mentioned.
