Use monitoring tools such as gpuz or msi afterburner to review your GPU performance. Watch for minimal GPU activity and elevated temperatures. I often face problems where my core freezes at 540 MHz following a driver failure, which could indicate a related concern.

I can play that game smoothly at high settings with over 100 fps. My system uses an i5 4690k and a GTX 970. I don’t know why yours is slow—we’re almost identical in CPU power (if you have the right speeds, they’re close). Probably the GPU is the issue. Make sure your drivers are updated and adjust settings in the NVIDIA control panel.
