I'm planning to upgrade to the Alienware x51 with a 4th Gen Intel Core i7-4790, NVIDIA GeForce GTX 760Ti, 16GB DDR3, and storage specs you mentioned. I want to know what frame rates I can expect in CSGO. Thanks!

Yes, based on the quality. An Intel HD 4000 delivers around 45 FPS, which is impressive.
