To begin with. The fx 9590 is one of the worst CPUs ever made. It gets extremely hot, uses a lot of power and is unstable at stock speeds on almost every board that claims to support it. Your board has known issues with it, putting you at a disadvantage right from the start. Even when it ran smoothly at 5ghz, it was already outperformed by I5 CPUs at standard speeds.
Another concern is that a small CM-style liquid cooling solution won’t keep the CPU below 60°C.
So in short, don't try to fix it and get a new one...

turn your pc off.
remove the cpu and throw it as far away as possible—it’s that bad.
seriously, a 60 euro pentium is better than that cpu in most games.
that cpu is a waste of money; you should replace it whenever you can.
the answer: if you need stability, invest in a 100+ euro cryorig a40 or nzxt kraken x62

DON'T, it's too much for that MB anyway and you'd need a much better cooler.
Lower it down to 4.5GHz for stability. If it's freezing at 4.9, I can just picture what it would do at 5GHz+.

I have the same exact MB on my backup PC using an FX 8320 that was overclocked to 4.6. I assure you, there will be no significant difference from 4.7 to 4.9. That's a 220 watt CPU. It's better to keep it at 4.7.

Another issue is that a small CMMC liquid won't keep the CPU below 60°C.
So basically, don’t overclock it and get a new CPU+motherboard+ram. You’ll likely damage your board trying to run it at full speed, so downclocking to 4.4 ghz is advised.
Even a basic Pentium today matches or beats it in every task and offers double the single-core performance the fx provides for perspective.
