I started my Dell XPS 7390 in safe mode using the Archive Recovery Repair option since I was attempting to delete a file but couldn't locate it. Windows is now stuck after that, and pressing F12 during startup doesn't bring up the boot menu anymore.

The boot menu isn't appearing when you press F12 during startup. Did you hit it several times? At the moment you're in "windows," the menu should still be visible even if Windows is malfunctioning, since it's part of the BIOS during a restart. It's possible the PC was just in a low-power state and missed that step. Try removing the battery and pressing the power button without the cord connected. Wait about 30 seconds, then reinsert the battery and try again. Does the BIOS function properly? Can you press F2 during boot to access it?
