I've restarted my Windows 8.1 PC using Windows 8.1 and tried entering Safe Mode, but the screen remains blank. I also used the UEFI Dual Boot option. Please let me know if you need further assistance.

If it isn't starting in Safe Mode, we can likely ignore a driver issue, though it might not be the only cause. It seems more like a hardware problem. Have you attempted booting from the Windows installation drive and restoring the system to a previous state before the problems began?
