I've been working on fixing error 53 for three weeks now. I filed a support ticket with Steam two weeks ago but haven't received any reply. The installation fails when launching Total War Shogun 2, Total War Rome 2, Hitman Absolution, and Bioshock Infinite. Steam hasn't provided any assistance, and I've gone through all the troubleshooting steps possible. Recently, I paid $73 for Rome 2 plus DLC just to trigger this error. Could you let me know if anyone else has faced the same issue and what they did to resolve it?

Checked for additional antivirus or firewall software besides the standard Windows protection. Evidence suggests McAfee might be interfering. Turn it off and attempt to reinstall the games.

I concur with OP; Steam is terrible. DRM-free is the only acceptable standard.

Valve has some issues, especially with their Steam service. It’s not great. But overall, it’s still something to consider.

Usually when I encounter an error, I can't solve it, but I can format it for you.

Download Windows 7, 8 or 8.1. Prepare a bootable USB drive. In BIOS, set USB as the first boot option. Start Windows setup. Make a new partition on a small SSD. Begin installation on the HDD. When prompted at the boot screen, choose the latest install. Install all drivers and run Steam. Does it function? Y → Your software may be problematic. Try restoring your original installation to a near-stock state. Y → Success! N → End of process.
