Intel i7 12700k paired with ASUS TUF 3090 OC, Intel Z690 Plus, WiFi, DDR4 RAM. This issue appears briefly before switching to Windows. I verified all M.2 connections and confirmed no changes in BIOS settings.

Have you attempted to remove the RTX 3090 and start booting with just the integrated graphics from the 12700K? How many M.2 drives are currently installed?

The GPU removal isn't a strict requirement for water cooling 4 m.2, though it does show the BIOS even though I haven't done it yet.
