Hello, I understand you need some assistance with your PC. It seems it’s not performing well and you’re looking for ways to improve its speed. I’ve reviewed your system details: a 2018 HP Z600 workstation with an Intel Xeon R X5650, 12 GB DDR3 RAM, a Sandisk SSD, an HDD, and a GForce GTX1060. You mentioned issues with booting, downloads, app launches, and overall responsiveness. Based on what you shared, the HDD appears to be the main bottleneck. Running Windows 10 on the SSD while using other drives can help, but if you’re aiming for better performance, upgrading to a faster SSD or considering a more modern drive might be worthwhile. Your current specs suggest you’re targeting a gaming setup, but the CPU’s AVX limitation is clearly impacting boot times. If you’d like, I can guide you through testing the drive health or suggest alternatives. Let me know how you’d like to proceed.

In this time frame, the optimal choice is to reinstall Windows. It often occurs for different reasons, but as long as everything functions properly, you should notice a clear improvement. Additionally, if possible, switch off the HD drive and install everything on the SSD—this will definitely help.
