Sorry to interrupt you all during such a difficult time. My PC isn’t working properly—every time I try to open it, the same error appears (see attached picture). In my BIOS I think a new hard drive is being detected, but it still won’t load. Anyone have any suggestions? Should I remove my Windows drive and install it on a fresh one?

Start with fixing startups and bringing computers back to life. Your files might be at risk, so consider trying on another machine or hiring a professional to recover your data.
