this looks like a cheap setup for my friend to use at work. nothing shows up on the screen right after turning on, and even the CPU fan won't spin. Also, there is a problem with the cables. The power connector says "CPU_FAN" but only three pins are wired there instead of four. Even though I have a multimeter, can i check if the motherboard is working properly by testing it?

A 450-watt power supply is terrible. Instead of buying one, borrow a reliable one to check if it fixes the problem. The chances are the motherboard itself is broken.

Hey, where are you at if you want to buy this old system right now for less than $100 in the US? Also, since I don't know all about these motherboards, can you tell me for sure that they work with DDR3L memory?

A four-pin fan plugged into a three-pin header works okay and spins normally. That fan not turning up is scary because some computers won't turn on if they don't see the fan moving at first.
