I'm unsure if such a feature actually exists or is feasible.
Searching for a tool that manages various graphic settings—like Graphics Level, Resolution, AA, and refresh rate—per game.

GeForce Experience automatically sets the game to the best possible hardware configuration. However, I haven't used GFE myself, so I'm unsure about its effectiveness. AMD's alternative is Radeon Settings in the main control panel app. I also haven't tried it, which means I don't know how well it performs.
