If the owner has a router above them (very common), it’s best to choose something that works as either a Wi-Fi access point or a standalone Wi-Fi router. If you end up with your own router but can’t configure it as an access point, be careful—you might face problems with inbound connections or gaming performance.

Of course, if the primary router is configured to block uPNP, it's likely that double-NAT won't cause any problems and could even be beneficial—it keeps your WiFi devices separate from others in the building. If I had to choose this arrangement, I'd opt for a router with a VPN built-in, since you're relying heavily on your landlord's support.
