Hey guys, I found an old laptop sitting in my house that I stopped using a long time ago because it was too slow. At first, I thought the problem was with its hard drive, but that wasn't true. When I checked Task Manager, the CPU is stuck at 0.13 GHz or 0.48 GHz depending on if I restart it. I looked up tons of stuff online and nothing worked for me. Can you help? I think the issue is that the CPU thinks its uncore is using 35W and it's trying to slow itself down by power throttling. I've updated my BIOS and drivers, but the problem still happens on both battery and plugged-in modes. The settings in my screenshots haven't changed much. Thanks so much!

I found the real issue: it's your BIOS. You have a Lenovo G50-80 with model number 80E5 running an i5-5200u processor. My old BIOS was B0CN40WW, but I changed it to B0CNA0WW and now my CPU is stuck at 0.13Ghz. It thinks your Uncore is using about 40W of power, so it turns down the speed because it thinks you are burning too much heat. I tested a few older BIOS versions like B0CN95WW - 0.13GHZ, B0CN75WW and B0CN79WW - which got me to 0.48Ghz, but those aren't the right ones either since they still throttle it off. I'm looking for my original BIOS so I can fix this problem completely. I am using my original RAM but tried a different one too. Even after reinstalling Windows on both Windows 7 and Windows 10, nothing helped.

It's like that, I don't know exactly why it happened, but once it was solved, just forget about it and move on.
