I possessed a USB stick with a read-only area that prevented installation on Windows. It seems likely it could erase everything.

DBAN operates mostly in memory, so clearing the media should work well. A quick erase suffices if you intend to reuse or dismantle the drive, though multiple passes are advised—usually around three, though the Guttman Wipe might be too many.
