These are all very old. I think nothing else will work except a complete system restore.

There’s nothing like eliminating bottlenecks; all computers have one, no matter their setup or cost. With your outdated hardware, the best you can do is adjust every possible option to low and ensure the operating system is up-to-date—just that’s about it.

The Core 2 Duo reached its peak performance long ago and was soon surpassed by i3 and i5 chips in the mid-2010s. Nevertheless, affordable options like the Core 2 Quad Q9400 at around 2.66GHz are often found on eBay for less than a pizza price, offering a viable path to better hardware if your motherboard supports it.

I’m certain of this because I previously assembled a system using a GTX 460 paired with a Core 2 Quad q6600, which my uncle uses for older titles. GTA 5 was released later, so it should handle 720p medium well. You’ll need a Core 2 Quad, as you can boost the q6600’s speed by placing tape over a pin—its speed climbs from about 2.4 GHz to 3 GHz, with gains following a consistent rate.

I don’t understand exactly what you’re referring to, but the issue seems to be that the GPU doesn’t reach full performance in certain games, which is frustrating.
