I'm currently based in Canada and planning some PC upgrades. I'm considering switching from Z97-P to TUF x570 Plus. Since I don't have a Ryzen 2, I need a board that supports updates without a CPU or one compatible with Ryzen 3 from the box. The CPU options I'm thinking of are 4790K → 3700X or 3800X (still unsure). I'm not sure if 3800X is too much, but I don't plan to overclock yet. I'd like a cooler option—air or water cooling works for me. I usually use an AIO cooler with my 4790K, but I might consider a Noctua NH-D15. RAM should be 32GB at 1600MHz, possibly upgrading to 16GB at 3200MHz (still no clear recommendation). For the GPU, I was thinking GTX 980 and then RTX 2070. A good place to shop is PCPartPicker. Uncertain if you have case, storage, and PSU ready. The 3800x is merely a factory overclocked version of the 3700x—worthless to purchase. PCPartPicker offers a list of items with prices and details.

You should be fine if you remove the PSU from my build—it drops to 1500. Also, consider verifying the spacing between RAM and the cooler. The cooler is quite big and extends over the RAM slots; it might be better to choose the Noctua NH-U12S instead.
Check if the Asus PRIME X570-P works with RYEN Gen 3 right away. Also, look into compatible cooling options since you're unsure about the NH-D15 setup. Your upgrade plans are still flexible.
