I'm seeking assistance with my PC and CSGO. For several months, CSGO has begun experiencing random stutters intermittently. These stutters occur approximately every other round, lasting between one and ten seconds. It feels as though my frame rate is significantly reduced, resembling 10 fps or a low refresh rate monitor, despite having a system capable of 300 fps. The network graph shows no changes and my ping remains consistent. I recently performed a fresh Windows installation, but the issue persists. This problem is exclusive to CSGO and does not affect any other games, although it's the only game installed on my SSD. I have tested CSGO on an HDD, and the same issue continues to occur.

Monitor hardware using Afterburner to check for unusual behavior during gameplay. Specifically, observe CPU (all cores/threads) frequency and usage, GPU frequency and usage, RAM frequency and usage, CPU and GPU temperatures, FPS and frametimes, and page file activity. It’s unlikely there will be data swapping between RAM and the drive, but checking thoroughly is advisable.

It’s unlikely there will be data swapping between RAM and the drive, but checking thoroughly is advisable.

Yesterday, while playing CS, my CPU temperatures were approximately 60-70 degrees Celsius. I am not a professional player, but I do not believe this temperature range is excessive and likely will not cause any issues.

I have an i7-4790k processor (tested with and without overclocking), RTX 2080 Super (tested with and without overclocking using MSI Afterburner), an mZ97X-Gaming 3 motherboard, 16GB DDR3 RAM, an 850W PSU, and a GTX 970 previously. I experienced the same issue with the GTX 970 as well. I have not made any recent changes to the system and have attempted reinstalling Windows multiple times, including with different versions, but none of these actions resolved the problem. I played Counter-Strike on this PC for years without issue until it began occurring a few months ago.
