Recently, I upgraded my computer’s power supply and graphics card to enable Minecraft shaders. Previously, I consistently achieved frame rates between 80 and 120 frames per second. However, several months later, my frame rates have become unstable, fluctuating dramatically from 90 to 70 to 50 and back up to 80, and so on. I'm utilizing OptiFine and have assigned 8 gigabytes of RAM to Minecraft. Could you please help me identify the cause of this issue?

For instance, when playing on Hypixel and in the Pit game mode, my frames frequently jump between 40 and 90 fps. My graphics card utilization is typically at only 50%, while memory usage reaches 60-70% and CPU activity is at 30%, despite the fluctuating low frame rates.
Additionally, I use the Sildur’s Vibrant Shaders Medium mod pack, which produces a frame rate range of 30 to 100 fps. I’ve inquired with other players about their hardware, and some individuals with less powerful computers consistently maintain smoother frame rates than I do.
I previously discussed an issue with my game’s framerate and attempted to resolve it by updating my graphics card driver, which is an AMD Radeon RX 590. A new driver became available six days ago, so I began the download process. I had already completed a preliminary installation when I impulsively decided to consult my father, who is technically proficient. I paused the download and noticed that a portion of the driver had already been installed. I continued playing Minecraft until my father arrived, and the framerate remained largely unchanged, occasionally improving slightly. For reference, in standard Minecraft, I achieve 60 frames per second, while with a modpack and shaders, my framerate fluctuates between 30 and 100 fps. My father reviewed my efforts regarding the driver update and advised me to reinstall it. After re-downloading, I launched Minecraft and tested its performance with both vanilla settings and a modpack alongside shaders; however, the framerate remained unsatisfactory. I’ve consulted with others utilizing less powerful hardware who experience higher frame rates using the same modpacks and shaders. I’ve dedicated 8GB of RAM to Minecraft, Java is configured as a 64-bit application, and my system includes an i7-7700k processor and a Radeon RX 590 graphics card.
