If you use OpenVPN, it acts a lot like regular HTTPS connections. It looks very similar to web traffic so countries like China have trouble stopping it. Basically, almost all VPN data moves just like big files on the internet over normal pages. I suppose there might be some glitch in Verizon's network that is different from the path the data takes to reach the VPN center. This is really unlikely because Verizon is still a top-tier ISP and their networks are part of the main internet core. Someone else posted about something similar recently, but it was caused by IPv6 instead. Try turning off IPv6 on your computer; if your router supports it, that would be even better since most phones don't let you disable IPv6 easily.

I changed the MTU and turned off IPv6. I don't know why that happened, but the fix worked.
