So here is what my stuff looks like before I start: an MSI Z390-A Pro with a Corsair memory stick, both at 2400mhz but running at 2800mhz right now. My processor is the Intel i5-9600k going up to 4.5ghz with my thermaltake tower cooling (I don't know the exact model because it fits a 120mm fan, and it never gets hotter than 58c). I also have a Gigabyte 1660 OC Edition and an Antec HCG that uses a 650w power supply rated at 80+ Gold. The main problem is trying to push the graphics card harder than usual. Currently, I'm boosting the core clock by +90mhz and memory by +75mhz. When the temperature hits 65c, my core slows down by about 15mhz. At 70c, it drops another 30mhz. I am using MSI Afterburner to do the tuning. For fans, core voltage, and power limits, everything is set to 100%. The stock temperature limit is normally 83c, but I changed it to 90c so I can stay hotter for testing. The hottest temp on the graphics card since starting this overclock has been 71c (normally it rarely goes above 68c). Under load, my core voltage jumps up to 1031mv and stays there, while at idle it is around 731mv (I don't know if that's normal or not). Could the VRAM be getting hot enough to cause the core to slow down? How would I check this out? I'm new to overclocking, so any tips are welcome.
