During your internet speed test, the upload was slow under one Mbps while download reached about 700 Mbps. On your router, speeds were much faster for both upload and download. Switching to Wi-Fi (using Ethernet) gave around 500 Mbps on both, suggesting a hardware or driver issue, though a fresh Windows install didn’t fix it.
