We both enjoy a lot of gaming, especially rough games. My friend uses an i5 6400 with an GTX 1060 and 16GB RAM, while I have an i5 6500 paired with a GTX 1080 Ti and 24GB RAM. He tends to get higher FPS than me, which is puzzling since we don’t usually play in 1080p. Anyone have any suggestions on why that happens?

You're using a very capable setup with a low-end CPU and top-tier GPU. It's likely that something is limiting performance.

In game configurations, enhance GeForce experience optimization, ensure other programs are not running in the background, etc.

This doesn't make sense. His friends' GPU and CPU are inferior to his, yet despite a significant bottleneck, it shouldn't occur.
