Ok, so this is a weird issue and I was wondering if there was anyway to fix it.
But basically everytime after exiting a game, my cpu never gets stuck at 100% and my temps run higher as when im in game. After restarting the pc my cpu gets back to its normal usage and my temps also go down
Is there a way to fix this without completely restarting my pc, and do you know what might cause this?

All processes increase significantly yet vary in activity between the task manager and my browser, which is around 40% of my CPU usage, dropping to near 1% and 3% respectively

It operates smoothly at 4100/4200 with temperatures near 60°C, not dropping significantly. Usually browsing the internet keeps temperatures around 45°C maximum.

there are several titles that need a strong computer, unlike games such as league of legends or osu. I performed some initial checks, but I still need to run a complete scan since I didn’t have enough time.

after exiting the game, open task manager to verify if the game is fully closed or if any processes are still running. additionally, examine which process is consuming the most CPU power and resulting in high CPU usage.
