Have you seen this before, and do you have any links? What else can I learn just by hearing what you say? It's all too vague right now. Please give me more details so I can understand better.

my computer used to take a long time before I clicked "restart," but now it's fast as soon as I start it up after the reboot. The speed is fine, just the power-off and on-up cycle is too slow. It's not about turning things on or off; that part works normally.

This PC has an AMD RYZEN 7 5800X3D CPU and a Liquid CPU Cooler called DeepCool LT720. It uses a GIGABYTE motherboard named X570 AORUS MASTER, with 2 x 16GB of RAM from Corsair Vengeance RGB PRO. The graphics card is a Gigabyte GeForce RTX 4080 Gaming OC with 16G VRAM. There are two solid state drives: the first one (SSD) is Samsung 980 PRO in M.2, and the second drive (SSD) is also Samsung 990 PRO in M.2. The computer case is an NZXT H7 FLOW with RGB fans, and it comes with a Power Supply called Corsair RM1000x that has 1000W of power.

Hi, I'm going to wipe my computer and put a fresh copy of Windows 11 on it. That's just about fifteen minutes long.

Give your computer a fresh start to check if that slow-start-up problem goes away. Then, try turning on each service one by one until you find which one causes the delay.
