My computer consistently performs poorly while gaming. It occasionally runs smoothly, but frequently freezes and becomes unplayable throughout the day. I'm desperate for assistance with any potential solutions; I've exhausted all my troubleshooting efforts. I’ve performed a complete Windows reinstall alongside a new hard drive for the fresh install. I’ve adjusted the NVIDIA settings, reset the VBIO, lowered my CPU overclock, and disabled XMP. None of these changes have resolved the issue. I suspect it might be related to my monitor or internet connection, though I believe the problem lies with my network performance. My system specifications are as follows:
i5 9600k @ 4.8 ghz
RTX 2080
Z390
16 gb 3000 MHz ram
Both my CPU and GPU are liquid-cooled
I’m utilizing a 970 evo for booting
I also have a 2 tb wd blue
My monitor is the AOC Agon AG273QCX
I've installed all necessary drivers (including those for the monitor)
I'm using a DP cable and confirmed its operating at 144hz with Ufotest
In my monitor settings, I’ve only enabled low input lag (the default setting except for disabling FreeSync)
Please assist me! I've been struggling with this problem for months without finding a resolution.

What is the CPU and GPU temperature?
Could you provide the make and model of your power supply unit?
Which game are you playing? Is it an online game, and what is the ping time?

The processor temperature is consistently around 46 degrees Celsius, and the graphics card temperature is similarly low. I'm unsure of the exact specifications of the power supply unit, however it’s a Corsair Gold modular model. While playing Fortnite, my ping fluctuates between 20-30 milliseconds, but occasional packet loss spikes from zero to five percent.

So, essentially, it's both yes and no – specifically regarding Minecraft and Fortnite where solely playing online is the issue… however, within Counter-Strike, it consistently feels laggy regardless of my settings! My apologies for the delayed replies; I was away on holiday.
