Hi
My dual-core 2.6 laptop already has a digital spec monitor, which meets the minimum requirements. Can I still try to overclock it? I’d likely have to purchase about $60 in RAM to bring it up to spec.

Unlikely because non-gaming laptops don't allow changing any settings. If it were a desktop, you might have managed to boost the BCLK speed, but you wouldn't notice it in the BIOS.
