I recently assembled a machine with these specifications. The CPU is an i9-13900k, the motherboard is MSI PROZ790-A, it has an iii h150i Elite capellix Wi-Fi cooler, and the RAM is CORSAIR Vengeance RGB 32GB (two 16GB modules). The PC uses DDR5 5600 with XMP enabled at 5600 MHz. The GPU is an MSI GeForce RTX 4080 with 16GB VRAM and a Ventus 3X OC. The SSD is a Samsung Evo 970 1TB, housed in a Lian Li LI PC-O11 Dynamic EVO Black case. It runs a MAINGEAR Ignition fully modular power supply, a 1000W 80 Plus Platinum PSU, and a Windows 11 OS. My mouse is Royal Kludge 918. I’m experiencing significant stutters at 1080p 165Hz, regardless of whether XMP is enabled or disabled, with VSync on/off settings. I’ve checked GPU caps at 165Hz both on and off, tried parking the system, but nothing resolves the problem. I haven’t applied any overclocks beyond XMP. I’ve attached my Heaven benchmark results for reference. Please see the screenshots and the recording link below: https://www.youtube.com/watch?v=f3xlVaZ-PcE

Consider refreshing both your BIOS and GPU drivers, since they might be the cause of this issue
