The fan switch enables the software to manage the fan operation. If you wish to control the fan via the program, turning it on should work. Regarding the CPU button, it doesn’t appear to regulate the CPU fan; the fan control is handled through the fan switch.

Yes, the fans should be linked to the appropriate headers on the motherboard.
